1) The most controversial parts are spending which (whether or not they are an effective stimulus) reflect the politics of the voters: clean up the environment, lessen the Bush harshness on birth control, reduce dependence on foreign oil, and so on. This spending has an ideological bent, but it is in line with the voters, with Obama's stated positions, and with liberal ideas
2) Much of the rest was designed, I assume, by people with real-world experience as well as academic backgrounds, who ran computer models showing the most efficient way to inject money into the economy.
They looked at how Japan's policies failed, and tried to avoid those mistakes.
They also made sure that many stimulus policies were common sense solutions to unrelated concerns: falling bridges, dependence on foreign oil, global warming, and so on.
While tax cuts have proven not to work, i.e., they were part of the problem, and they are a major contributor to wealth redistribution, the designers of the S.P. included them to make the the S.P. more appealing to Republicans.
