What stops States from increasing taxes on the Federal Stimulus Bill.?

Everyone who reads this question more then likely already knows that the Senate is arguing the stimulus bill, Tax cuts are one of the major selling points of both parties bills. My question is what stops States from upping their tax rates to compensate for the lowering of the Federal tax rate bracket. WIll the tax payers like you and i ever have real tax cuts or will we continue to pay the same tax's just to different entities?

Nothing stops the States except for the voters. If your state reps and senators up the tax rate, just vote them out of office.
