Why give a stimulus refund to boost the economy and take it away if you owe federal taxes?

If people pay monthly payments on their taxes already, they should be able to receive the stimulus refund..

No they shouldn't because they owe the govt money, so they need to pay it.

They'll have that many fewer monthly payments to make then,
    they still benefit.

i thought it would be taken if you owe taxes, but i've seen several posters on here state that their in the same boat as you and they've received their rebates anyway,so i don't know if they got lucky or their not taking the rebates if you're on a payment plan.

    GOOD LUCK!

Ummm. It is a REFUND. If you haven't already paid your taxes, then what is there to be refunded? Of course they are going to keep it if you owe them money.

I suspect Congress never gave that question a second thought. The National Taxpayer Advocate (NTA), who's main job is give such questions a second thought appears not to have done so either.

Had Congress wanted to exempt the ESP from offset by tax due for past years, the IRS could have programmed the computers to allow it.
